Does this lodge the inspection with the state authority?

No. Nothing is submitted to TfNSW, VicRoads, TMR or any other authority from here. NSW e-Safety lodgement has to go through TfNSW-accredited software used by an Authorised Inspection Scheme examiner, so you lodge in your state's own system as you do now. This holds the record of what you issued.

Is there a per-item inspection checklist?

Not yet. You record the outcome of the inspection, not each line of it: result, certificate number, inspector, expiry, fail reasons and advisory notes. The per-item checklist and an on-screen customer signature are still to be built.

Which states does it know the rules for?

NSW, VIC, QLD, WA, SA, TAS, NT and ACT. Each carries the responsible authority's own validity period, which is what the expiry field auto-fills from. The expiry printed on the certificate always governs and the field stays editable.
